How the fusion works
Vessel behavior, undersea route geometry, and all-weather imaging are correlated on the same time and place. A loiter alone is noise; a loiter over a known line, confirmed by imaging that the hull is physically there, is a finding no single source could stand up on its own.

Why it matters
This is the signature of the cable tampering seen in the Baltic and the Red Sea. Catching the loiter as it happens, not weeks later when traffic drops on a cable, is the difference between a defensible attribution and a permanent mystery.
