The air picture is one of the earliest and clearest indicators there is. Who is flying, where they concentrate, and which aircraft refuse to identify themselves reads as intent long before anything is announced. And the electromagnetic environment those aircraft fly through, jammed, spoofed, or clean, is a signal in its own right.
Signal Command tracks cooperative and non-cooperative air activity, aggregates military movement over regions and time, and derives navigation-integrity conditions from the behavior of the aircraft passing through them. Electronic warfare that is normally invisible becomes a zone you can see and brief.
